is it okay to read this even though i haven't finished reading the prequel? (I'm at chapter 90 on to-love-ru)

I would think so. As long as you know the characters, which by chapter 90 you should you'll be fine. Anything that needs explaining is done in quick flash backs when needed. All the character shown so far are introduced rather early in the prequel.
