Is it the choice of the artist or some form of censorship that occurs for release in the US when a manga marked as 'explicit' contains drawings with flashes or blobs where the genitalia ought to be? 😕

so glowing penis is not a porn

edit: but even though this rule is in place, it is almost never reinforced. and some mangas are not censored.
