I might be wrong, but it seems like the picture may just be stand-alone cover art by, as you guessed, Monchi Kaori. (Though she is credited for the title page, she does not seem to be listed as a contributor for that issue.)

I also can't comment as to whether or not the characters depicted are actually from one of her series, but a quick scan of her works on MU revealed no leads... Sorry 🙁
