I'm still confused about the definition of OEL webcomics. What is OEL webcomics in your opinion?

(Of course final decision belongs to MU admin whether or not that series could be listed on MU)

Some non native English speakers upload their webtoon/have it published originally in English on some platforms, and there are no version in their mother tongue. Their works are listed on MU and categorized as manga/manhwa or based on their nationality/citizenship.

What could be considered as OEL webcomics?

what if it has "translation: Name" on credit page, what if it doesn't have "translation: Name" on credit page

Regarding the type on MU, manhua, manga, manhwa are romanization of comics in their language. It all means comics.
It's great if it could be something like Simplified Chinese, Traditional Chinese, Japanese, Korean, etc named by language (like on MD)

I'm not quite sure what you're asking here, since MU actually doesn't allow OEL webcomics unless they have been physically published before. (The much contested exclusion of The Beginning After the End, for instance.) If you see an OEL webcomic that's on MU, chances are, it just slipped through the approval process, and if you report it, it'll probably be removed.

As for what you're asking... re: type. It's not based on the author's nationality. It's based on the language the original series in question was published in. Area D for instance is written and drawn by a Korean duo, but originally published in Japanese, which is why it's labeled as a manga, not a manhwa.

EDIT: And there are labels for "Filipino", "Vietnamese", "Malaysian", etc. in type. The manga/manhua/manhwa distinctions are actually the outliers. I guess a case could be made of changing them into Japanese/Chinese/Korean, but I personally don't really mind either way.

since there are many webcomics that are more popular than being publish and i see the trend of people not to keen having physical copies. Is there any follow-ups regarding OEL?

A lot more webcomics, especially webtoons, are being physically published nowadays, though. The Beginning After the End, for instance, which had previously been denied a database entry, is now being published by Yen Press, so I assume it can actually be added now -- though you might want to double-check with a mod on this.

I also have a question regarding this matter - I noticed there's a lot of Indonesian artists/authors/companies, who distribute through Western publishers - for example Kisai Entertainment who usually publishes on Tapas EN. Should their stories be added to database, when the original webtoon is released in English? Here are examples of their webtoons published only/originally on Tapas, but they're listed as Indonesian:
