I think it's because in one part of the manga they said that he was the son of the king's mistress. According to the manga, people who have beautiful black hair belong to the royalty, so I supposed that the lady was of a lower rank than them. Actually, those words were said by Caesar's mom, for that reason she thinks Caesar has to be the first one in the line for the throne, the legitimate son. But I dunno if his brother's mom was just an affair or was like a former queen.

It's because Cain's hair is like his mothers. The king (his father) has 2 brides. First cain's mum who was a commoner. She had blond hair, but then she die and then the second bride got Caesar and since he had black hair, his mum was seen as the real queen. It was like cain's mum wasn't the real queen
