Not really.
Most of what anime/manga fans see of Japan makes them think it's some uber liberal country where anything goes.
It's actually quite the opposite; Japan is extremely conservative when it comes to their societal belief systems. However, the moral guardians there aren't quite as anal as in America, and they're far more willing to accept fiction as fiction (hence why blood/nudity/death is far less censored).
So reading gay fiction is far more accepted in Japan than in America, but actually being gay far less tolerated on average (though still better than being out in say...Texas).
Not to mention that the Doujin market is basically an underground market that's simply tolerated.

Canada.. well canada has its problems with gay marriaget too, even though you can get married its not completely accepted even by our government.

well most yaoi is read by straight girls- not gay guys
and there isnt really that much yuri in comparison (and what there is is also mostly read by girls as well- be it straight, bi, lesbians etc.)

this is a good point. The majority of yaoi and yuri manga are meant for straight girls and straight guys. Also, even though manga/anime is more popular in Japan than in the west, isn't it still not that big in pop culture over there? I don't know if it is considered part of mainstream media over there.
