judging from the art and surroundings I think it'd be an ecchi shounen school life.

the eyes of the girl aren't like shoujo eyes, and the art is unlike senien or josei. Also the girl's boobs are huge for her size. No way a shoujo would swell them up that large. Her dress is rather revealing too which makes me think its a bit ecchi. If you look at the back ground and consider the clothing the characters are in it looks like they're at some formal dance, and they appear to be young, add in the building in the background and it looks as if they're at a school dance.

though these are only guesses...

It's more likely that it's just unscanlated. Since obviously no one has any idea what it is (given the length of time this post has been up and active) it's probably either an obscure oneshot or a series that no one has begun as a project. There's not really any rationale with just the picture to discern its age.
