I remember reading this yaoi a while ago and i don't remember the title nor alot about the plot.

I think it's about the uke arriving as a new student at this high school and the student council president takes an interest in him. The seme is black haired and comes from a good family. His brother is also student council president but at another school. The brother's hair is blonde and he looks like a prince and kinda has a brother complex/is in love with the seme.

For some reason the seme changed his surname and didn't attend the same school as his brother due to some family problems i guess. At one point the seme is shipped away to America to study english due to a family tradition but comes home almost immediately due to scoring high at his english test.

The brother had his own sequel where he becomes uke to one of his underlings
