Name of shojo one shot focusing on female friendship

I'm trying to find the name of a shoujo manga I read ages ago.
- I think it's a one shot
- It features two girls, a meek one with small eyes and another who is described as pretty but abrasive
- They're best friends and any time some guy confesses to the pretty one she says that no matter what the meek one comes first so there's like a weird third wheeling situation going on
- One guy actually takes her up on it and seems totally cool with bringing the meek one along on dates and stuff
- Guy's best friend get mad on his behalf and starts lowkey bullying the meek one
- Guy's best friend ends up falling for the meek one
Any help would be appreciated!
