climbing the ranks of a criminal organization

hello, I'm looking for anything (manga, webtoon, novel, tv series, etc) in which the main character starts from the bottom of a criminal organization and with his wits and cunning ends up at the very top (or near the top)

Heat, maybe. But I wouldn't say he starts at the bottom. More like, he starts with a small group that doesn't have much influence, and then develops that group through cunning ploys until it can rival the big shots.

Ouroboros -- Though I've stopped following this until scanlations are completed, so I can't be sure whether Tatsuya manages to reach his goal of getting to the top of the mob or not.

I can't tell if he's going to climb yet, but it's certainly a criminal organization, and the rendition of such an outfit, and the characters in it, is just excellent.

Tokyo yamimushi might fit but there are few chapters so it's hard to tell where it will go.

Otherwise there is the Tv series peaky blinders. The main character is already leading a gang but he is really cunning and he develops his gang.

thanks for the recs! I'm already reading Ouroboros and was sort of waiting for heat to at least get regular releases again. same with shinjuku swan

Tokyo yamimushi sounds good, but since there are only a few chapters I think I'll wait

Peaky blinders sounds awesome and I'll definitely watch it

aaand that last rec is probably what's finally going to put me reading jojo (I've been sort of undecided since it's such a long series and stuff)
