so yeah the question is who is chung ta? I read the indonesian translation of this manga and the main antagonist was named chung ta.
is he actually Zhongda, as in SIma Yi?

Yep, Chung-ta is a romanization of the name Zhongda (Sima Yi).

now it's all clear why chung ta never uses his godlike power to take the throne for himself, and rather using these complicated plans that are dragging this series to the point where it is now...
the author wants to depict the sly and tricky sima yi just like in the novels.
