Does anyone know if there is like an "information database" regarding the author as to how her story designs and ideas come about, don't mind if the site or the information is in Japanese. I'm hoping I could read in particular how she "invented" or gave birth to Skip Beat!, there doesn't seem to be any interviews of Nakamura floating around on the net either.

You should send her mail and ask her yourself. The so called "information database" is complied based on interviews of the author or through the publisher.

I would love to write to her however a) I don't speak Japanese or know anyone to help translate b) agency information is more than likely confidential and I wouldn't know where to find it.

If you know her address or at least a "guide" as to where I can find such info that would be appreciated.

I suggest you buy original manga volumes and look there for some sidenotes. Usually many authores write there about how the characters were created, where did idea to create manga come from etc.
And if you are really interested spending few bucks isnt such a big deal imo.
