I just noticed that Cipher is listed as 12 volumes in Japan and 11 in America. Anyone know why that is? Did they squeeze the material into 11, or was there extra material that was cut? I know sometimes unrelated short stories get excised and I'm wondering if that's what happened here.

Probably the extra material. There's really no need to translate it, but they also could have condensed it a little bit.
