This manga is great and there's not that much to finish off. There was an OVA of it and it has a cult status so why has nobody picked it up.

For starters, people have lives surprisingly, also it depends on interest. Just because it has an ova and has a cult status doesn't mean jack if people just aren't interested in translating it. If you want something done that YOU are interested in do something about it, learn to clean, typeset whatever and find a group willing to do it in exchange for your help on other projects. Making forum posts about why no one is translating something certainly is not helpful and has more chance of annoying someone.
