I see that emoticon all the time but I don't know what people mean by it. Is it useless if people see it two different ways??
Isn't the ">" supposed to be the mouth, and the expression is like a sad/regretful face? I don't know how to explain it, but that's the way I always saw it...

Kinda weird for it to be the eyebrows if there is nothing after the ":"

I've never seen anyone use just ">:"
Normally it would be ">: (" or ">: )" or something, with the > as the eyebrows.
If you want a pouty/frowny face, and ": (" isn't good enough, just use ":<"... at least that one's aiming the right way.
