the magazine is shousetsu lynx, publisher Gentosha comics. there is very little manga under this magazine and I don't think this one is listed, but you can look through them, maybe you will find the mangaka. there are 8 mangas there. http://www.mangaupdates.com/publishers.html?pubname=Shousetsu+Lynx the date is 2010 april, so something new probably. or maybe you can find something at the magazine page: http://www.gentosha-comics.net/linx/index.html my japanese isn't that good, I'm quite lost there. sorry I can't help more.

It says "COVER ILLUSTRATION: 高嶋上総." In other words, it must have been drawn by TAKASHIMA Kazusa.
