If you want to be technical about it, then no... it's not completely scanlated. This is because Kick the Kitty does not scanlate, he/she/it/they scan the English versions of series and occasionally level and crop the scans. There is no translation involved in their releases.

I just wanted to let you know that it isn't really scanlated, since this thread is probably going to get deleted. Also, I did not know this series existed until you posted; so, I was not the one to change the setting on the series page.
