Best voice acting in an anime, ever, has to be Chiba Chiemi's work as Nanaka in Nanaka 6/17.
It was so good, I actually thought they had used two actresses for the part, so different are the voices of the, essentially, two characters.

Hirano Aya = best voice actress, she's amazing both Suzumiya Haruhi and Izumi Konata were done amazingly.
