It depends. Usually, with modern lithium ion betteries, you're supposed to charge once it drops below 20% (15% according to scientific research, but manufacturers play conservative with this), and not past 85% if you plan to keep the phone for en extended period of time (more than 3 years) without wanting to replace the battery. But occasionally (once every 1-3 months) letting it drop to 1% and doing a full charge will reset the battery's memory.

Never, ever drain a phone all the way (modern phones won't let you, and just shut down at the true 1-3% while calling it 0%. Doing so has a good chance of killing the battery and reducing its maximum capacity to 5% compared to new.

If we're talking about smartphone battery, I usually start charging when it's around 30-40% if there's a charger nearby, which is everywhere nowadays mmm...

If it's another gadgets that use battery, usually when the battery's dead or almost dead mmm...

This is something that's decreased more and more over time as batteries get better. Ten years ago I would charge something any time it dropped under 50% if I had the opportunity (like, if there's no opportunity I wouldn't close everything and find a charger, but if there is an opportunity I'd charge it in case the opportunity departs), because "hey, that's only like three more hours". Nowadays I definitely pick 20%, but my wife actually tends to pick 10%.

I'm a total slacker when it comes to this.

I ignore the 20% warning. I ignore the 10% warning. At the 5% warning, I start to think about finding a charger.

At 1% I finally start to panic and actually get a charger and plug it in.

With automobile batteries (agm or standard wet cell) in the winter, if the battery drops to 30%, I'll charge it up slowly to between 70% to 80% to reduce the chance of sulfation of the battery plates.
