IP ban?

So I'm not 100% sure, but I think I've been IP banned from this site due to the app that I'm making for this site. I say this as this is the only site that I cannot connect to, but I am making this post from my phone on data (that's how I can access it right now). I am wondering if the admin (or admins) could unban me or perhaps know what the problem is. Thanks.
