Dunno, looks like fanart maybe. I suck at this. But the character reminds me of the guy from Under Grand Hotel.

I immediately thought of Sword too (guess that's the guy you're speaking of) because of the hair, but they don't really look alike, do they? xD And why would he be with a long-haired guy? I dunno.. I guess it could be a fanart (and a gorgeous one too). I'll be on the look out.
