1st Manga to Be Restricted by Revised Tokyo Law Listed

On April 14, the Tokyo Metropolitan Government presented the first specific list of titles that are being considered for restrictions under Tokyo's recently revised Youth Healthy Development Ordinance. The government presented the six titles during a meeting with the industry's Publishing Ethics Convention and Publishing Ethics Discussion Group. The revisions to the ordinance will go into effect on July 1.
The revision will expand the number of manga and anime that fall under "harmful publications," the legal category of works that must not be sold or rented to people under the age of 18. Erotic material was already restricted before the amendment, but the amended law will also restrict the sales and renting of materials that the Tokyo Metropolitan Government considers "to be excessively disrupting of social order."
The following titles were on Tokyo Metropolitan Government's list for planned restrictions:
Okusama wa Shougakusei (My Wife Is an Elementary Student)
Reason for designation: Child rape
[Tokyo Vice Governor Naoki Inose had shown this manga on television as an example of which manga should be restricted.]Aki Sora
Reason for designation: Incest

Reasons for designation: Incest, sexual intercourse in school
Why do they bother restricting it? People will just find a way to get around it.. wait is it only limited to Japan?

well its not like there are saying they can't be written right? just that they can't be sold or rented to children under 18... and well porn (no matter how soft core it is , how much plot it has) cant be sold to minors in the US anyway. And in my personal opionion 12 year olds should not be able to get there hands on that stuff... the 16 and 17 year old kids who are fans enough of the series (which is who? because they arn't suuuper popular titles or anything) will be able to find away around it just like they find there way around everything else haha...
most of the manga will probably be safe from this ban, and it wont matter all that much to those who read it on the internet anyway

Okusama wa Joshi Kousei
...that manga is kind of fucked up too but its not playing in the same leauge as Okusama wa Shougakusei

So, if I am understanding this correctly, this is essentially the manga equivalent of an NC-17 rated film or AO rated video game in the US, right? Given how big the manga industry is in Japan, this seems appropriate, especially given the content of these series.
