I also think it's fanart. Her outfit looks vaguely like one of the exorcist uniforms from D.Gray-man, but I've never seen a character like that in it and certainly not one with mechanical wings.

This is very likely to be fan art. It is also possible that its not from manga or anime. I wouldn't be surprised if its from a video game (likely a japanese ps2 rpg).

I can probably tell you that that picture is fanart. However, those mechanical wings are familiar since I have seen an anime DVD cover of a girl (different though) with those wings. Unfortunately, I cannot remember the name of the anime, nor did I pay attention to it. I do remember the cover though (even though it might not help much...or at all). She had sandy, somewhat rusty colored hair (I'm not sure how to describe it that well). She may have had a headband, not sure though. She was injured with abrasions all over her petite body (she was a little girl), and had a blank, pitiful (?) expression on her face. A schoolboy with dark hair (maybe dark blue) and a somewhat gawky appearance (perhaps had glasses) was holding her with a shocked, concerned look. The background consisted of lots of smoke, maybe lights, evidently from a battlefield.
The anime was definitely in the mecha genre, but that's all I can tell you. Sorry for ranting on and wasting your precious time. Still, hope it helps.

You are probably talking about Saikano. But I also think that's fan art. Likely a conglomeration of several different anime characters.

For some reason the face makes me think about Combat Butler Hayate.

It's a fanart for certain, I've seen it around since 2004 over the internet and once even tracked it down Deviantart. That is, if it wasn't stolen 🤢 .
