it's been a long time since i read it so im probably gonna get some detail wrong. the series starts following 2 characters one works at a bank or business and the other is a high school student they don't really interact in this story people can get powers and if they do they're reported to the police i think i don't remember it all too clearly but i think the banker gets powers and gets reported and goes to prison for a while and the high schooler he pretends to be normal and at night he gets into fights and uses ice powers i think and at the end of the first part he get caught and sent to powered up kid juvie prison or school. thanks if you can help me find it
