ok so here's what I remember:

the seme (has black hair) confesses to his friend (the uke has light hair and glasses) but the friend
says stop joking or something and then they end up together but for some reason the seme says at least let me touch you one last time and kisses his arm and they're together again (?) and then the next chapter they go to an onsen where they meet the seme's sempai (who taught him how to jack off) and the sempai tries hitting on the uke but gets rejected and the seme steps in as well.

so sorry my memory is hazy and I read it a long time ago, also I don't know if this helps but the art was similar to sakuraga mei (in other words amazing). Please help (bows), thank-you!!!!
