Nowhere. No normal group would pick up a project just because you want it.

cmertb is correct. A better approach would be to find a group that scanlate similar manga that you want and "suggest" yours as a possible future project.

a) Commission a group to scanlate a manga if you have lot's of money to spare
OR
b) Start your own group in the Recruitment section/MangaHelpers
