Looking for an Isekai it is similar to the manga Fun Territory Defense by the Optimistic Lord. He went to a barren land and made it livable realizing peoples talents. Apparently a lot of people have talents or skills but everyone believed only nobles had the ability but it turns out that is only because commoners can't afford the awakening from a priest and he made a small church I think and found someone who can awaken their abilities. That is about as far as I remember.
