Authors or Circles?

Which is the preferred entry into the author database? Circles with aka authors or authors with aka circles? Or perhaps both with cross-linking to denote membership?
Just asking, 'cause the author database seems terribly inconsistent. :/

We prefer authors over circles. However, if the circle has more than 1 person, then the circle gets its own entry also
