If the series is licensed, completely translated and the scans are available online, should it be marked as "completely scanlated" or not?
If not, sometimes it's hard to tell the source of the english version you have.
If yes, it's not necessary that the "available online" part will last.

I'd say its complete when it is completely scanned and edited.
Licensing has nothing to do with the fact that a series is completely scanalated or not.

I think he's talking about those groups that scan the Tokyopop stuff or stuff like that. In this regard, call those scans scanlations.
