Years ago I read a manga about a prince or general/ warlord who had black long hair. The girl was his servant or attendant or something she had short hair. The villain of the story was a prince/emperor who looked really young . He was part mermaid or something and he killed mermaids for his powers . The main character guy turns out to have a dragon mark the same villain emperor has and the girl had a flower mark and her grow out which she ended up cutting again. The manga came to my mind and I am trying to look up the title in order to see if the translations where ever completed . Thank you. 😁
