I forgot the title of the manga, I don't even remember if it was a doujin. But anyways the two ukes are related. While they were out on dates they bumped into each other and a discussion of who was cuter was brought up by the two semes. They ended up in a hotel and had the ukes dress up in various costumes ranging from maid uniforms, chinese dress, etc. Please let me know the title if you know it! Thank you!

I agree with zephyr4, it definitely sounds like Fudanshi-kun no honey days. The two ukes are brothers in that and the semes are friends; the dress up came about because the semes were arguing which uke was cuter.
