I'm hoping to do some (amateur) scanlations for BL (also known as Yaoi) doujinshi and I need some translators for that. Though there will be some where I just want a Private translation. I'm looking for both Japanese and Chinese translators (Japanese most preferred)~ If you can do it for FREE, that would be great but if not, I am willing to pay through Paypal (unless your rates are too high).

I think that rule is meant for translators/editors who are offering their services for money rather than an actual group/admin who is looking for free translators but can pay if there's no other alternative.

Try Moy Moe Scans, she offers JPN translation services and has her rates posted on LJ.
