Is this manga actually licensed by Viz? It says so on the manga page, but when I went on the Viz website, I could not find it anywhere...

Apparently Viz doesn't have the title listed in its website anymore, but you can still find them in online stores such as Amazon.

Also, give thrift/antique shops and used book stores a look. The latter almost always has some manga, meanwhile the former is where you'll see rarer finds.
