It's made using cocoa butter, but it "doesn't actually contain cocoa solids" which apparently is a difference in the ingredients. Wikipedia cites this as its source, but I'm too lazy to read through all the legal jargon for something this trivial.

FDA? your going to let the government decide what you can call chocolate? I'm going to paint a rock brown and call it chocolate and I'd like to see the fda try and stop me. (they might if I sold it as chocolate, but that's not the point! Then what is the point? Shut up!) Sorry arguing with myself.

Milk chocolate is my favorite with white and dark chocolates in a close second. I don't like the ones with the liquor in it, it just tastes wierd. 🤢

I'm a chocolate whore... so I'll eat just about any type of chocolate.
But my favorite, by far... is white. Just.... mmm. On pretzels... just so good.
And by the way, the the FDA is more for regulating food, rather than deciding what is food.

I think they were using the FDA's definitions more because they are an authority, not really referencing the administrations actual function. Though the FDA would be decidedly more interesting if it had the power to say what is and what is not a food.
