Ok, it happened to me before like once everyday, normally I just use the classic ctrl+alt+supr and close explorer.exe, or just restarting the pc, have you tried that?

Or the video player crashed and is still running without being open, which one you use to watch anime?

As SHTensai said if you just restart your computer it should fix the problem.

i dont know if this is for all computers, but i run windows xp, and when i start it up, it gives me a choice and a time limit(if i dont choose what i wanna run the comp in, in like 2 seconds, it starts off normaly, but if i hit a key it stops it and it opens a menu to choose) safe mood is normaly in the options
i dont know the exact reason its there, but you can use it to delete things and change passwords on accounts from an adminstrator account that is not there on normal mode.

(i found it quite usefull when i would get in trouble and lost stuff on the computer)

but as for the orig problem, i have that problem too sometimes, normaly i just let it be for a bit then try again and the problem goes away.

That supr is del ( delete ) in some other language, apparentely.
if it still doesn't work after you've restarted your computer, dl some free software to deal with such problems.

Yeah, as Indreju said if restarting didnt work you can use a software called killbox, it can delete files that are in use, just like the ones that give you problems.

If you still have the problem E-chan, the sure (well it's a relative term... nothing is really a 100% certain) way to fix it is to delete the file from the command prompt before booting windows. (safe mode could also work and it's a "bit" easier.. but it's chance of working are lower)
But that really isn't something I think you can easily do.
I could give you instruction on how to do that (if you are interested)... but it's a long and painful task, and requires that you learn at least a couple of DOS commands. And you "could" mess up... But you can actually do that all the time on a PC when you don't know what you are doing... except this is most likely going to be the case.
