It probably depends on the intensity and type of laser, as well as the amount of exposure necessary for the treatment. Laser light is mutagenic, but so it the sun...google scholar doesn't have any academic texts on it. I'm sure if the rate was severely elevated, there would be studies on it by now, so it probably has some influence but nothing terrible.
Ironically, one of my friends got laser treatment to remove a skin discolouration, it's been 4 years and nothing's happened (she does need to keep it covered and under spf 100+ though).

Yes. Several times during my stay in Japan. The Happy Science people used to show up at my door. I often shooed them away by spewing gibberish in Russian.
Aum Shinrikyo has really hilarious animated videos, btw. Only because they're awful though.
