I just finished reading some of Motomi Kyousuke's one-shot collections and now realize that yes, I actually do like one-shots! He really does a good job of telling a well-developed and complete story in just one chapter.
So I'm looking for recommendations for romantic comedy shoujo one-shots. No tragedy, horror, smut or BL etc., please.
I'm specifically interested in one-shot collections like Penguin Prince where the stories are all by the same mangaka.

Personally, I really love SHIIBA Nana's oneshots. I'm not sure if oneshots are all she writes or if that's all that's scanlated of hers, but they're all really cute and innocent. If you just want a title from her, try Ouji Romantica.
Both Eikoku Kizoku Goyoutashi and Dr. wa Ijiwaru na Kiss de are fun as well.

A Perfect Day for Love Letters: Some of the stories are more serious, but none are depressing. It's a really good collection -- romantic but not cliche.
Sukima Shiki: I hope more chapters are translated. There's only one out so far, which is adorable.

I personally enjoyed the first story in Heartland no Juunin, though the entire volume hasn't been completely scanlated.
Mizutama Fabric might not be so much of a comedy, but it's quite romantic nonetheless (to me, at least). You might not want to read the last story, though.
Usami Maki writes quite a lot of short stories. Orange Kiss is pretty nice. Haruyuki Bus is pretty sweet. It's a collection of short stories. (Though, I don't recommend the second version of chapters 4&5. They didn't do a good job with Kansaiben.)
Hmm... I can think of a few other romantic shoujo one-shot anthologies that aren't tragedy or smut, but somehow they aren't comedy.
You can also try looking up 1 or 2 volume shoujo manga. They tend to have "extra" stories at the end which are independent one-shots.

Thanks for the suggestions everyone, especially Usami Maki's stuff - so cute! Now I have some good stuff to read. It's nice to be able to get a decent manga fix while I take breaks from writing a 15-page paper due Wednesday...or just procrastinate. heh.
