I was also interested since it suddenly stopped getting scanlated, anyhow I found some raws to volume 22 and it looks like he ends up with ritsuko, here is the last panel of the second to last chapter.

I can't read Japanese but in this volume it looks like that Idol was getting harassed/kidnapped by people making porno and somehow Ritsuko ended up in the mix and Saru ends up saving her too. The last chapter is like a graduating from high school thing, happy smiles and bad guys getting arrested. The last page has Saru doing a normal locksmith job for a customer

This manga takes so long to scanlate because there are tons of redraws.
Now to the main question about ending.
The last big ark is about Heaven's Crow founding members. It ends the main Heaven's Crow story (arguably, the main plot of the manga). Since this story starts in vol 10—therefore, not scanlated yet—I won't spoil it.
The final ark begins with Yukki (the idol from vol 1) being stalked. Saru is called to help as an old friend. While trying to find the stalker, Ritsuko gets captured by random bad guys. To save Ritsuko Saru calls his badass friends from Heaven's Crow. The bad guys are defeated, Ritsuko is saved. Saru and Ritsuko almost admit that they love each other.
In the last chapter everything goes back to square one. Nothing much changed between Saru and Ritsuko. They're just really good friends. Saru and his classmates run into horizon to find a way to lose virginity in their last high-school day. On the way, Saru gets a new work call to open another door.
