Hi, I just finished of watching Jin Roh,

I found Kerberos saga manga,
but I don't where to start to read it.

please help me.

You mean like which chapter to start at?

Jin Roh is the animated adaptation of Kenrou Densetsu (AKA Kerberos Panzer Cop). Some parts are slightly similar, but generally speaking the manga and the anime have nothing in common.
The story in the movie was overly simplified and a lot of things were added (like the romantic scenes). So if you want to read the manga I suggest that you do it from the very beginning (since, as I said before, the manga has nothing to do with its animated counterpart.)

Is the manga even scanlated?

As you (correctly) supposed the manga hasn't been scanlated yet (well, at least not in English as far as I know.)

Damn, I really wanted to read it, Jin-Roh sparked enough interest for me to actively hunt this manga down, but its disappointing that I can't find a single thing on it...
