One of the most memorable scene in the manga was when they were preparing for a festival and the Seme was helping out by climbing up the scaffolding where it suddenly almost collapse. The Uke rushed to help to stabilise the scaffolding and even after the seme was brought down / saved he was still holding onto it shaking. If memory serves, they were also hitting a bump in their relationship prior to the event.

I remember this scene perfectly.

As they build the structure, how this begins to falter. As Seme comes down from the construction helping the girl. She is stunned. And then Seme sees that Uke is still holding the structure ... I remember all of this!
But not the title of T_T
I have the impression that Uke is traumatized or has trouble with memory or fear of heights ... Something was with him, which is why he did not want Seme to have an accident. Seme has dark hair and uke is light.
