I'm pretty sure this story was just a oneshot. (Could be a collection of oneshots or some side story).
The guy works in some construction firm and he goes to the construction site for inspection. There he meets a worker (higher in rank than the remaining workers ) and he is attracted to him. Despite the other guys' constant denial he starts going to the site almost daily. He also helps around a bit bad they both usually talk how beautiful the view is from the top of the building and that the construction worker guy works hard because he wants other people to enjoy this view too. He also suggests some changes be made to the basic structure of the building (or so I guess) and the idea gets the firm guy so hooked up that he actually proposes the idea to the higher ups. The idea was difficult cause the building had already reached its final stages but the firm guy somehow manages to pull it through. The worker guy feels responsible for this but the other guy says it's ok . They go for drinking maybe (treat..?) and the worker guy falls asleep. The other guy tries to kiss him but then he thinks his feelings will only be a bother to him. Later the worker guy says that he's resigned and the other gets so shocked by this. Thinking that's the end of the road for him; he accidentally meets the worker guy -now working in a resturaunt (maybe) and he's so happy that he's got a second chance again.
The feeling becomes mutual in the end.
Info: the worker guy had long black hair (I guess) and he got angry when the other guy said he was thin (offensive maybe).
They always blah..blah-ed about he beauty of the view at night 🙂
It was shounen-ai as far as I'm concerned. ( but it could be tagged as Yaoi)

I wonder I remember the story so well and I'm sure as hell I bookmarked it but can't seem to find it.

Edit: Ah! I found it. It was "Under the blue sky" from junjou de wagamama na kare. And it was in my bookmarked list..silly me.
Also I was wrong in assuming the worker guy had long hair. He had short hair 😛 .
