I believe the plot goes something like the main character is hunted for some reason and his childhood friend is caught in the middle. She presumably dies and the MC goes crazy and turns into a giant monster that starts destroying helicopters on a farm... I think. Then there's this town run by genius kids that the adults are scared of... then one of the main bad guy's clones kills them all or something... Oh yeah and the childhood friend turns into a giant monster in the end and starts destroying the city... Or something.

That sounds like a distorted version of what happens in Project Arms.
