"Completely scanlated" but not really...?

(I didn’t know where else to post this, I’m sorry.)
So recently I’ve been reading a lot of Chinese and Korean webtoons. Most of the stuff I read is on Baka-Updates, which is cool. There are webtoons that there was never a scanlation group that worked on them, but they were licensed in English by Lezhin, Toomics or WeComics, etc. And some of these are marked with “Completely scanlated: Yes” because all chapters were translated by the licensers. But I’m not sure if that’s good...? I know that it’s users themselves that change the “Completely scanlated” field to yes or no so I know mods can’t truly control it (I think...?) but I was wondering what mods and also other regular users think
A series that was completed by Lezhin, LINE WEBTOON, WeComics, pocket comics, Tappytoon or others
But that was never worked on by scanlation groups
Should it say “Completely scanlated: Yes”? What do you guys think? (Personally I don’t think it should say yes but that’s just my opinion)

By fan or by licensor/publisher, if it's completely translated, then YES to me
I don't know what is suitable word for official translation done by licensor/publisher
Maybe "Completely translated/scanlated (in English) by at least one group/English publisher"

I don't know if the functionality at the start is only for scans group then over time applies to publishers as well, but I think it's okay if it's interpreted for both. It's possible to change it so they have separate information but that is not important to do either. This will be confusing for first timers but as long as there is additional information showing who completed it (be it community or publisher), all is well.
So, my answer is yes.
