please help me find this manga. i don't remember the title and i remember bits of the story

I think there are 7 districts/villages in the story. and each one is protected by a water god or something and the shaman summons them when they need them. so in one of these villages, their shaman is missing and they are suffering a drought for years and they need someone to summon the water god. So they decide to use the brother of the missing shaman. he thinks he can't do it but he tries anyways and the water god comes up. the water god brings the rain and everyone is happy. and i think the water god did it with the younger brother. then the water god and the younger brother goes in search of his missing brother. also, the missing brother was kidnap by another village's god and he forces himself on the brother. and i think in the end, they find the brother but the missing brother has fallen in love with the god and doesn't want to leave.
