there shouldn't be any voting system. the whole rating system in it self right now is a matter of opinion
a standard definition of a what a good group would be needed. i mean SC WAS a good group but what made them good. would need to determine just what exactly?
it's all subjective
there is no exact way. this has been touched on before. top group leaders have discussed this shit how many times... back when SC was still around and other large groups

Other people might've said a rating system is feasible so that scanlators will know how to improve, but c'mon, can numbers really tell them exactly what to improve on? I think the review idea is better. Gives more way for constructive criticism rather than just numbers that don't really tell anything. Also, it would be totally wrong to pit the smaller scanlator groups with the huge ones with tons of resources. Getting a very low "rating" for a scanlator group would be devastating for some of them...most groups just get their motivation from the simple support and "thank you" from their readers. How would you feel, for example, if you took so much time and effort buying or making a present for your friend, and when you finally give it to her, she tells you that it's not good enough?

As a translator myself, I think people are getting too demanding about something that they're getting for free. If you want the best quality, don't complain about how the group scanlates it, rather, go learn Japanese and buy the actual manga yourself.

And what about another system like "Recommend by X users" or "Read by X users" ? I think that the meaning behind the rating si to show what group is worth reading. Since it's a bad idea to rate them, what about some stats to show which group are most read ?

I think that choosing a scanlator group is very difficult when you've just pick up a manga that you want to read. There is so many group, there are good group, there are bad group who do it just to become stars, there are fans groups, there are speed scan group who do it with poor scan and poor translation, etc ....

A system to show the popularity of the groups will help the new readers to pick up a good groups.

How about splitting the ratings to each series they scan (i.e. one rating for Naruto, one rating for Bleach, and one rating for D.Gray-man for a group scanning these three). This way, it compares each group for the series the person is looking at.

How about instead of doing a voting system, we do a yay or nay (sp?) system on different combinations of speed and quality (just speed, just quality, and speed + quality). This is meant to be like Digg.com, which is awesome. This way, a few bad votes doesn't hurt much, and the system is more fair.
