For me, I feel the underutilization of Tatsumiya Mana (dark skinned, gun user), Chizuru (Super motherly archetype, biggest breasts in class, room mate to Koutarou, Ayaka and Natsumi) and Ayaka (Iincho, Class President, Ojou-sama, Shotacon) sucks.

Sure, Tatsumiya doesn't have to be in love with Negi (she's in love with her club captain, I guess?) but it would've been good to see her develop feelings with him maybe and at some point Pactio. She was probably number 2 or 3 strength wise pre-Magic and Pactio training, behind Kaede and maybe Ku? Especially considering Gun-Fu is awesome and everyone's basically a melee, hand to hand fighter, a projectile user is a welcome departure isn't it? Sure, she shows up during the ball to save Asuna and everyone, but she never gets developed as a character. It would've been nice to see that there is in fact a person behind her cold-steel Mercenary "I don't care about anything else except Money" exterior.

Next is Chizuru. She showed off a bit of her mother bear protectiveness when Koutarou was kidnapped. She's really really underused. The last time I heard about her was barely a mention during the Natsumi and Koutarou Pactio scenes, and before that during the Chao arc when she won the best prize. It would've been nice to see her as a combat member considering how overprotective she is of children and what not.

And last is Ayaka. Besides her over expressive love for Negi for the purposes of comedy she doesn't really do much. It would've been great if she was taken along for the Magic World trip and developed combat abilities. A rival dynamic between her and Asuna would've been nice to see. Not to mention she has martial arts training, and her self-titled Ryuuha. Not to mention there's been a huge lack of her Shotacon comedy in the recent chapters.

It's subjective but I felt Chizuru and Ayaka should've gone on the trip instead of the more useless characters like Akira, Yuuna, Ako, etc. And for Tatsumiya to have more screen time/development. I'm about 10 chapters behind the most current chapter, btw.

I wholeheartedly disagree.
The ones who went to the Magical World were immature troublemakers (Yuuna, Makie, Natsumi because she was worried about Kotarou) and those weak-willed enough to be talked into it (Ako). Akira went along because Ako was there. I don't see any logical explanation as to why the most mature characters in class would go along with that. Thus, Chizuru and Ayaka had to stay behind.
Mana is used well enough. She isn't really the co-operative type, and she does make a living as a mercenary. Her joyning Negi's team anytime earlier would look unrealistic.
The "useless" characters are interesting in their own right, and Yuuna is professor Akashi's daughter, after all.
Ayaka will play her role soon. I guess she'll be one of the most important characters once the search for Nagi starts (like Chisame was in this arc). So be patient.
