Although the official titles tend to be distorted and unrelated.
They make great mocking targets though.

I want to be able to understand or at least be able to read the title.

I'd go for the 2nd/3rd option depending on which one sounds better. But since I'm usually on this site or I watch the anime adaptations, I'm probably more familiar with the romanizations.

Where's the i don't care option because that's what i would chose normally i don't even bother reading a title.

i'm stuck between the 3rd and 4th options. i just want to have a title that's in my language so that i know how to pronounce it and i know what it means. i chose the 4th option though because sometimes direct translations sound weird and can have a slightly different meaning. also, if you're talking about the manga with others its just easier to use the popular name so that people know what you're referring to.

Oh, it's an interesting topic since we got a bunch of manga licensed in our country, including popular ones, and there've been holy wars about titles. Well, why am I exaggerating? It was all about One Piece, other fans don't usually get so nervous. =D The publishers will keep the English words as the main title and add a secondary title in our language for normal people to understand. But, you see, this title is kinda tricky, so the official translation is, umm, a loose one. And the popular fandom titles aren't really literate or clear enough. So, an occasion for contemplating!
At last I decided that the publishers (and other publishers too) made good choices. (Wow I'm so clever 😀 ) Translating original Eastern titles, double-titling those with original double-languaged titles. I like it that way, 'cause I don't know Eastern languages, and romanizations seem neutral enough for non-obvious titles. If it translates well or doesn't need anything except transliteration, any version in my native language will go, and there isn't usually a wide choice. 😀
(And I'd vote for 2nd as these are more familiar to me.)

i prefer official english name released by japanese author for the JP ver if any, if no official english then romanji, but sometime the word like resident evil, dynasty warrior, dragon warrior etc for US ver is too hard to resist when i want to mention them...

I'm missing a random-answer-possibility like "The one that sounds best to me" or even better "The one I heard/read first and am used to".

For example you read Kimi ni Todoke as "Kimi ni Todoke" and suddenly it gets licensed and you're supposed to call it "Reaching You", "Sawako" or "Nah bei dir" but you're unable to get on terms with the new name cause you're used to "Kimi ni Todoke".

Personally since I know some basic Japanese it doesn't really matter to me unless it's a long title with many words I don't understand.

As far as translated manga in general is concerned I think titles only need to be translated if they're long and hard to remember. If you don't understand what it means, it's just gibberish you can't relate to or remember.

The only time translations really bother me is if they completely change it and I'm used to the old title.

It really depends.

On the published manga, then of course I would want the title to be in the original language, however the author would want the title to be. If the title is Japanese, then hiragana/kanji/katakana. But if manga-ka chose to use an English title, then it should be published with the cover page having katakana.

For scanlations, I'd prefer for releases to be listed with the titles in Romaji characters, but if the intentional, original title is transcribed English to Japanese (written with Katana), then I would want the release to have proper English spelling instead of the romaji transcribed English.

I feel the nostalgic value of keeping it in the kanji characters.
The same goes for romaji, but at least I can read it.
Mostly though I'd call it by the popular title.

For example "Hanazakari no Kimitachi e" is such a mouth full.
"花ざかりの君たちへ" I can't read that.
And "For You in Full Blossom" is just awkward.
