Definition of a webcomic?

Can anyone give me the definition of a webcomic?
The reason is because, in another thread discussion, someone said that The Breaker: New Waves is a webcomic. The reason being:
You call it manhwa/manga/manhua when a series printed and published (either in magazine or tankoubon) on a paper first, so to read it on the web, there must be a scanlator group who SCAN it from the printed series to get the RAW. While webcomic made on the web in the first place, so to get the RAW, there's no need to scan it.
In The Breaker New Waves case, it published on web (DAUM) first then it printed and published later. In other words, the RAW come from the web first then it printed later. So, it basically a webcomic.
I disagree, because all other "webcomics" I read are:
1.) Full color
2.). Reads from right to left.
In this case The Breaker neither fits those 2 criteria. It's true, it is published online first, but does that automatically make it a webcomic?
Please help and provide proof or support for your definitions.

I fail to see how "Full Color" and "Reads right to left" would be remotely relevant.

Indeed. Let me clarify.
I meant that in order to be classified as a "webcomic", should it (The Breaker NW) be in 1. full color & 2. read from left to right? Since, like I was saying before, all other "webcomics" I read have both of those attributes...and The Breaker NW does not, therefore it is not a webcomic.
Hence, if I am wrong and "full color" and "reads right to left" is not part a webcomic, please give me the correct definition.
I can try and clarify it for you more if you still don't understand, but I don't think I can be more clear...
A webcomic is basically any comic that's published on the internet, e.g xkcd and cyanide and happiness are considered webcomics as well as Tower of God and The Breaker: NW. The Korean webcomics that you are familiar with are called webtoons I believe.

Thanks! I think I'm starting to get it now. So basically I've been reading webtoons...and webtoons are webcomics, but not all webcomics are webtoons.
So that would make for example Tower of God, a webtoon & a webcomic, BUT The Breaker NW is a webcomic, but not a webtoon...
