I'm looking for a manga about a really strange town. All kinds of weird things happen in this town. All I really remember is a girl who was only a head. She had short, light hair, and could talk. She appeared fairly often. There was also a really really huge girl. And there were also some really weird fish in the water next to town.

It seems like a pretty vague description, but I'm sure that if you've read what I'm talking about, you'll know what it is.
