Multiple Quoting, Writing Messages + a BBCode question

I would like to suggest allowing multiple quoting in one go. In which there would be something like a button they have at AnimeSuki " + quote", and when the user has added all the quotes, they can click reply or etc and all the quotes will show up nicely in their tags/credit.

Suggestion for allowing the BBCodes/HTML toolbar to show up when you write PMs, signitures, etc for convenience's sake.
( Also, a question because I wasn't sure where else to ask it: Several months ago, I remember that the BBCode/HTML here at MU was altered so that the tags would automatically wrap themselves around the words. But for some reason, it doesn't work anymore? Now, it's like the old way where "press tag button," "write" and "press again" (personally, i find this very troublesome especially when suggesting a lot of manga or writing a lengthly post). Why was it changed back? Or is it just me?)

I remember that the... tags would automatically wrap themselves around the words.
I noticed when I first switched browsers that you can highlight text and hit, for example, the bold button and it would wrap in Internet Explorer, but not in Firefox but I never got around to figuring out why. I just checked it now and it still works in IE.
(if that's what you mean, I may have misunderstood completely)

Huh, just checked on IE and it works. Too bad, I've pretty much switched to Mozilla (and I think Mozilla is a browser that more people use anyway...). Personally, I think it's strange since other forums like AnimeSuki, Invisionfree and EvilEmpire to name a few, are able to work on both browsers... If it's not too much trouble, might I suggest using a similar program/software here?
